Analyst, Payroll Accounting

The Analyst, Payroll Accounting is responsible for processing unionized and management off-cycle payrolls. The incumbent is responsible for managing garnishments, subpoenas, confirmations of employment as well as Records of Employment. This position requires timely and precise execution of accurate disbursements to third party vendors under very tight deadlines.

Main Responsibilities Deductions and Third-Party Vendor Management 

·       Handle the third-party vendor reconciliation process to ensure timely and accurate remittances

·       Coordinate cheque reconciliations and distribution of payments to various authorities that do not accept electronic fund transfers

·       Ensure timely issuance of all payments to individual tax authorities

·       Handle Canadian tax remittances and audits through adherence to current tax regulations

·       Receive, research and maintain all Court Orders and Garnishment notices issued to payroll

·       Review, validate and process employee Garnishments and subpoenas

·       Create and maintain all goal deductions including periodic adjustments as issued by the various authorities

Payroll Execution Requirements 

·       Carry out processes related to unionized and management payroll off-cycle runs, including special payments, all within the required timeframe and ensuring accuracy

·       Handle the Record of Employment process for Canadian management employees and all Autoport employees, including correspondence with Service Canada

·       Monitor employee transfers between Union and Management payroll cycles, ensuring accuracy of compensation through the transition, and process the required employee record adjustments

·       Ensure quick resolution of all employees pay disputes

·       Investigate employee overpayments and coordinate recovery of funds

Reporting and Audits 

·       Proactively review existing controls, analyze exceptions and perform required corrections to protect payroll accuracy

·       Identify and recommend improvements for systems, technology, and processes to continuously improve efficiency

·       Conduct monthly general ledger account analyses and reconciliations

·       Participate in year-end activities including tax slips validations

·       Introduce controls that proactively identify errors for both pre- and post-payroll execution and ensure accurate posting of results to CN’s General Ledger

Working Conditions

The role has standard working conditions in an office environment with a regular workweek from Monday to Friday. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and stress.

Requirements Experience

Payroll

·       Minimum 2 years of progressive payroll and accounting experience serving as a payroll administrator within a large multinational corporation

o   Systems, Applications and Products (SAP) expertise in using Human Resources, Payroll and Time modules

Education/Certification/Designation

·       Payroll Compliance Professional (PCP) and Payroll Leadership Professional (PLP) certifications

·       Bachelor’s Degree in Accounting*

·       Professional Accounting Designation (CPA)*

Technical Skills/Knowledge

·       Excellent knowledge of Canadian and the United States (U.S.) Payroll rules and legislation

·       Excellent knowledge of accounting practices and procedures as well as Canadian and U.S. payroll disciplines and taxation

·       Advanced knowledge of Microsoft Office (Excel, PowerPoint, Word)

·       Fluently Bilingual, both written and verbal (English, French)
